This seems to discuss most of the problems people talk about when they refute that America is behind--they're comparing internationally across different grade levels; our students aren't tracked into work and academic roles; most of our schools are great, it's just that 30% that are poor performers.

I agree with these arguments and am grateful to have them discussed in the mainstream media. I actually think honing in on the fact that only 30% of our schools are failing is important and that targeting these schools/populations makes sense for a public policy strategy. NCLB did a lot for minority students when they are the minority in a school, but when they are the majority it only put numbers to what everyone already knew--these schools aren't as good and they are hindering students' ability to succeed.
